Rate limits

A limited request returns 429 rate_limited.

The body includes retry_after_seconds when the server can say how long to wait. Honor that value, then retry the same request with the same Idempotency-Key if the original call required one.

The numeric ceiling is enforced on the control plane and is not published as a fixed quota in this reference.
